National Science Foundation Data Scientist, GS-1560-15 DH in Alexandria, Virginia

Summary This position is in the National Science Foundation, Office of Chief Information Officer (OCIO), Division of Data and Artificial Intelligence (DDAI). The position serves as the Deputy Chief Data Officer, responsible for assisting the NSF Chief Data Officer (CDO) in managing the organization's data-related initiatives and strategies to promote the value and benefit of AI and data-driven decision-making within NSF. Responsibilities As a Data Scientist, GS-1560-15 DH, you will perform the following duties: Leads and coordinates data management issues to include data interface and storage and the application of data and statistical analysis principles, procedures, and tools such as modeling techniques, data analysis, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. Serves as the Agency's Responsible Use of AI Official (RAIO), representing NSF on the RAIO Council. Works to ensure responsible use of AI. Consults with stakeholders and customers to identify the appropriate data, methodological approach, and design. Fosters a data-driven culture within NSF by promoting data literacy, awareness, and adoption among employees at all levels; employee is required to possess strong interpersonal skills to build relationships and collaborate with various teams within NSF. Provides technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the use of such technology as it relates to Agency data. Participates in cross-functional teams in the development, implementation, and oversight of new technologies related to data science. Serves as a resource and leader to federal and contractor staff on implementing, managing, tracking, and evaluating large scale and extremely complex and multi-dimensional data analysis projects and their associated requirements and risks. Directs internal and external processes or system reviews, studies, projects, and data validation efforts, which provide a means for evaluating system performance and vulnerabilities. Qualifications Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirements, you must meet the specialized experience below. To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal service managing and overseeing complex Data and Artificial Intelligence functions to make support driven decisions for an organization. Examples of specialized experience include leading efforts to resolve complex data management issues; researching, reviewing, and providing recommendations related to data and AI technology systems; overseeing large, complex multi-dimensional data analysis projects; interpreting extremely large and unstructured data sets utilizing advanced scientific, mathematical, and statistical principles and theories to provide organizational leadership with objective information, and assessing and advising on the benefits of implementing artificial intelligence to improve overall operations. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience. Additional Information Relocation Expenses will not be paid. This is a non-bargaining unit position.
